When catalytic converter is blocked, exhaust pressure is loaded and efficiency of intake is bad and therefore engine hesitation occurs.

Lift the vehicle up.
Remove catalytic converter hanger rubber
Inspect visually and shake the catalytic converter.
Are catalytic converters normal?
YES
Catalytic converters are OK.
NO
Replace the catalytic converter.
