Measure voltage between "5" terminal of the fuel pump relay (E/R fuse & relay box side) and chassis ground.

Disconnect Fuel Pump Relay.
IG "ON"
Measure voltage between "5" terminal of the fuel pump relay (E/R fuse & relay box side) and chassis ground.
Probe(+) : "5" terminal of the fuel pump relay(E/R fuse & relay box)
Probe(-) : chassis ground
Specification : approximately B+
Is the voltage within Specification?
YES
Go to "Control circuit Inspection" procedure.
NO
Repair open or short circuit to chassis ground between Fuel Pump relay harness connector and control relay.(Refer to full circuit)
