Disconnect fuel pump relay and fuel pump connector.

Measure voltage between "3" terminal of the Fuel Pump harness connector and chassis ground.
Probe(+) : "3" terminal of the fuel pump harness connector.
Probe(-) : chassis ground
Specification : approximately B+
Is the voltage within Specification?
YES
Go to "Ground circuit Inspection "procedure.
NO
Repair short circuit to chassis ground between fuel pump relay harness connector and fuel pump harness connector.
Repair open circuit between fuel pump relay harness connector and fuel pump harness connector.
