There are two component inspection procedure of excessive fuel consumption. One is using current data of a scantool, the other is visual inspection. So procedures are showed form easy inspection to difficult inspection. Mechanics could follow this procedure or select the procedure which is needed.

But Basic inspection is recommended first before checking component inspection.
